Technical Assistance to Jordan Enterprise (JE) for Implementation of the Services Modernisation Programme

Key expert 1: Team Leader

The Team Leader will act also as mentor to the Director of the SD. Therefore, the Team Leader has a dual responsibility, maintaining the quality of the project inputs and outputs and advising the Director in order to facilitate the latter's full development into the post.

Qualifications and skills
·      University degree in economics, commerce, trade, industrial engineering, a business discipline, or a relevant field.
·      At least ten years of international working experience in developing countries /emerging economies and MEDA countries of which five years are as team leader;
·      Good knowledge of development/cooperation programmes in the MEDA region;
·      Knowledge and expertise in developing the services sector;
·      Project Management experience in the area of services modernization;
·      Proven leadership skills with international, interdisciplinary teams and within complex institutional and organizational settings;
·      Demonstrated ability in making excellent professional presentations to industry, experts and management;

Specific professional experience
·      Demonstrated expertise in upgrading and modernization of SMEs in the services sector
·      Experience in international trade area and issues related to the services sector
·      Knowledge of loan guarantee schemes for SMEs in services sectors in developing countries, particularly the MEDA region;
·      Experience and knowledge of policy issues related to the development of the services sectors;
·      Demonstrated expertise in export promotion activities of services.

Technical Assistance to Jordan Enterprise (JE) for Implementation of the Services Modernisation Programme

Key expert 2: International Consultant/Head of the Technical Support Department (TSD)

The Head of the Technical Support Department will provide technical assistance to firms/cluster/ business support groups in the areas of services upgrading, modernization, establishing linkages (backward and forward) and capacity building. The International Consultant will mentor the local experts working with the TSD with the goal of transferring expertise within the two year duration.

Qualifications and skills
·      University degree in economics, commerce, trade, industrial engineering, a business discipline, or a relevant field.
·      At least ten years of international working experience in providing technical support to services sectors in developing countries/emerging economies and MEDA countries of which several years are as a component manager;
·      Highly developed oral and written communication skills in English. Knowledge of Arabic language is an asset;
·      Knowledge of EC procurement and monitoring principles;
·      Full understanding of gender issues in the context of the programme qualification and skills:
·      Proven leadership skills with international, interdisciplinary teams and within complex institutional and organizational settings;
·      Good interviewing skills;

Specific professional experience
·      Proven and demonstrated ability to design upgrading programmes of service companies and representative bodies;
·      Project Management experience in the area of services modernization, experience in a similar programme is a plus;
·      Knowledge and expertise in technical support and upgrading activities of service sectors including firms, associations and representative bodies, and establishing backward and forward linkages;
·      Extensive expertise in at least one services sector.

Technical Assistance to Jordan Enterprise (JE) for Implementation of the Services Modernisation Programme

Key expert 3: International Consultant/Head of Service Exports Promotion Department (SEPD):

 

The International Consultant will head the SEPD for two years only from inception, assisted by five Local Advisers. As Head of the SEPD, the Consultant will promote Jordanian service exports through the services sectors participation in trade fairs, promotional and market access missions, and the creation of viable export platforms for service producers.

 

The Head of the SEPD will work from within the Export Promotion Directorate at JE, and help build its capacity, to: develop services export alliances through exporter-linkage events; establishing and maintaining relationships with trade organizations in targeted export markets; organizing match-making events between Jordanian services providers and importers mainly from the EU and the Mediterranean region; and organize conferences and trade fairs in Jordan for the businesses to promote the capabilities of Jordan’s services providers. The International Consultant will mentor the local experts working at the SEPD with the goal of transferring expertise within the two year duration.

·      Proven leadership skills with international, interdisciplinary teams and within complex institutional and organizational settings;

Specific professional experience
·      Excellent knowledge and technical expertise in trade issues pertaining to services, particularly the GATS, and including trade negotiations;
·      Proven and demonstrated experience and ability to design and help implement policy related to services;
·      Project Management experience in the area of export promotion, experience in a similar programme is a plus

Technical Assistance to Jordan Enterprise (JE) for Implementation of the Services Modernisation Programme

Key expert 4: International Consultant/ Head of Financial Support Scheme Department (FSSD):

The International Consultant will head the FSSD for two years from inception, and assisted by two Local Executive Advisers with the aim of increasing for SMEs in the services sector the availability and effectiveness of financial instruments, particularly in relation to medium and long-term loans. The International Consultant will mentor the local experts working at the FSSD with the goal of transferring expertise within the two year duration.

Qualifications and skills
·      University degree in economics, commerce, finance, banking, trade, a business discipline, of a relevant field.
·      At least ten years of international working experience in banking and promoting financial services to SMEs, with emphasis on the services sector in developing countries/emerging economies (MEDA countries experience is an asset) of which several years are as a component manager;
·      Highly developed oral and written communication skills in English. Knowledge of Arabic language is an asset;
·      Full understanding of gender issues in the context of the programme qualification and skills:
·      Proven leadership skills with international, interdisciplinary teams and within complex institutional and organizational settings;


Specific professional experience

·      Excellent knowledge and technical expertise in activities pertaining to loan guarantee schemes, banking windows programme, and developing financial policy that addresses the needs of SMEs in the services sector.
·      Experience in conducting and designing training programmes to banks and loan guarantors in loan guarantee schemes with emphasis on relevancy to SMEs.
·      Proven and demonstrated experience and ability to design and help implement financial policy related to services;
·      Project Management experience in the area of financing SMEs, particularly services,  experience in a similar programme is a plus;

Technical Assistance to Jordan Enterprise (JE) for Implementation of the Services Modernisation Programme

Key expert 5: International Consultant/Head of the Policy Support Department (PSD)

The Head of the Policy Support Department will provide technical assistance to government policy makers, firms, cluster, and business support organizations and interact where necessary with stakeholders from civil society in dealing with sector specific issues and cross-cutting policy dialogue related to services.  The International Consultant will establish the SPU at the MIT and mentor the local experts working at the PSD and PSU with the goal of transferring expertise within the two year duration.

Qualifications and skills
·      University degree in economics, commerce, trade, international law, a business discipline, or a relevant field.
·      At least ten years of international working experience in providing policy support to services sectors in developing countries/emerging economies and MEDA countries of which several years are as a component manager;
·      Highly developed and comprehensive policy creating skills
·      Highly developed oral and written communication skills in English. Knowledge of Arabic language is an asset;
·      Full understanding of gender issues in the context of the programme qualification and skills:
·      Proven leadership skills with international, interdisciplinary teams and within complex institutional and organizational settings;
·      Good interviewing skills;
·      Team player and team building capacities;

Specific professional experience
·      Knowledge of policy upgrading consistent with international commitments and best practices.
·      Excellent knowledge and technical expertise in policy issues pertaining to services, particularly the GATS, EU Partnership/Association Agreements and including trade negotiations;
·      Proven and demonstrated experience and ability to design and help implement policy related to services;
·      Project Management experience in the area of policy support, experience in a similar programme is a plus
